All the ones Ive seen over 50 years are slightly bent, but not necessarily 
all plates on any particular cap, as part of the factory calibration 
process.

I dont know what the factory spec was but Ive always taken it to right on 
the line even after Ive modified 606A's and used an external counter. One of 
the reasons I knew the one Im working on needed some TLC was the dial 
markings were no longer resulting in very close accuracy.
Those same alignment plates are used on all sorts of electronics since the 
early 1930's at least.
