Thanks very much for all the speedy replies!
The CGR-101 is looking like a possibility as it is within the price range of
a "starving craftsman".
There is a discussion of network analyzers going on right now on the
"funwithtubes" list. I'll go read the thread and see what their experiences
are.

I have done this manually with a signal generator and oscilloscope. If you
want the phase information to make a complete bode plot then you need a
vector network analyzer of some sort.
At low frequencies this is the best option I am aware of:
