A radio-frequency spectrum analyzer will do that. Many can save the display as a graphic file. They are, however, not inexpensive, even used.

There are software-defined radio receivers for the HF bands that offer spectrum analysis, such as WiNRADiO. Once again, not inexpensive - a HF WiNRADiO is about a grand, new.

One work-around, that would not provide as fine a resolution as the first two, would be a panoramic adaptor for a communications receiver.
