Hi,
I don't have a Tek 130, but the instrument is mentioned
in Alan Douglas' book "Tube Testers and Classic Electronic
Test Gear." Here's the quote:
Direct-reading capacitance or inductance meters were rare
in the days before transistors. The only model I'm aware of
is the Tektronix 130. Besides being cute, these actually work.
The component goes into a 140KHz oscillator and the meter
measures the frequency shift with full scale ranges
of 3, 10, 30, 100 and 300 pF or uH. One caveat:
all the striped black paper capacitors will be leaky
and must be replaced before trying to recalibrate this instrument.

If you do replace the "Black Beauty" capacitors,
you should use electronic silver solder, to avoid damage
to the ceramic terminal strips used by Tektronix.
The Kester product is 2% Silver, 62% Tin, 36% Lead.
