[Test-Equipment] International mail rates USA -> China?

Yes, if you ship through the Post Office, then insurance is not
available on those parcels. You can get _some_ tracking information by
putting in the customs form number.
You can use 3rd party insurance, however. I ship enough things that I
pay for service through Endicia. They will issue insurance on 1st Class
international packages, and the insurance is usually cheaper than USPS.
