I've done something similar. I use a DMM with GPIB port (fluke) connected to my power in my house. The fluke will put out either 1, 10 or 100 measurements per second depending on how you set it. Then I wrote an ultra simple EZ_GPIB program to suck in all the data and create a file with one measurement per line. Then read it into EXCEL and you can do anything you want with the raw data like finding anything 10% higher than the average or anything really. I had a laptop connected to the GPIB using prologix adapter. Let it run overnight. You can choose to collect a lot of data and do the data analysis after, or ignore data and just write the anomalies.
It was a fun little project.
