Without a scope:
Use a MFJ-259B or similar into the input with the screen voltage switch off. 
Listen on another receiver and tune the neutralizing for a null.

Its easier to do this on 20M first by tuning up and then neutralize as 
above.

Then check 15M and touch up as needed and then again on 10M. That way 
prevents the finals from drawing excessive current by going right to 10M.

Without any test equipment do it by starting again on 20M, tune up for about 
100W, drop power with the Carrier control to 50-60W and then do 15 and 10.

It is better to sneak up on 10M and be more neutralized by the time you get 
there, especially with sweep tubes. Ive done the above for years with 
Kenwood 6146 hybrids.
