Here's my own reply.
Fixed it today. Was a combination of dead battery, and (of course) 'operator error'.
Everything works perfect, Has a built in TCXO and front panel crystal tester. Measures from 10 Hz to 1 GHz,,,,,Best $40 ever.......

Hi. I know this is a long shot, but hope springs eternal.........

I just acquired a mint (looking) Sencore FC 71 Counter. It goes to 1 GHZ. For 
some bizarre reason I collect counters. I 'think' it gores back to the days when 
a 30 MHZ Heathkit was 'state of the art'.... I have a lot of Sencore stuff and 
been very happy with them.....

Anyway, it powers up and the display is fine. However, it won't count. I just 
purchased a Manual for it.

There 'appears' to be damage to the input circuit directly behind the BNC 
connectors. I tried removing the small, 50 ohm fuse and the counter responds 
with "input fuse open"......

There sure doesn't look like there's anything between the BNCs and the fuse.

Gee, another (!!!) project......
