This was posted on the Heathkit forum, but I thought others would find
this useful when replacing meters in older equipment. I tried it out,
and it produced a very nice meter face with very little effort, aside
from reading a ruler. All the measurements are in mm, but that shouldn't
pose a problem these days. If you were already aware of this
application, sorry for the duplication.

There's a (Windows) meter scale design program called MeterBasic on the
Tonne Software site at <http://www.tonnesoftware.com/meter2.html>. It's
free to download and use. You have to make a few measurements on the
meter's scale to make the new scale come out right, but it's a nice
program.
