[Test-Equipment] PTS250 - was General Radio module

1 Hz is the usual single digit 0/+1.

The PTS is being driven by the counters ref out., checked counter out
on the S/A, what you expect for a 10811A

The counter displays the 1Hz 0/+1 just like one would expect there

I'll swap the 1 Hz and the 10 Hz, give me a chance to see what they are
