Hi, Joe
If you could repeat those Tek 310A voltage measuremnts with the given
calibrator and sensitivity settings, it would be a help
(sorry for the wrong steer).
Can you check the Simpson a.c. calibration on 250VAC scale by plugging
it into a wall outlet, and check its lower ac volt scales
by looking across a 6.3v heater line at the LV power supply.
Then please repeat the test using the "output" connection
of the Simpson.
(I just want to make sure the Simpson can be relied on, before we
depend on it for troubleshooting the Tek).

- 2 pin 7 of V40, same as above
- 3 pin 1 of V40, I read 8 VAC
If I set the calibrator to 1 V, there is barely a flick on the meter.

Re. 260, there appears to be problem here, too. I don't get any reading on
the 300 VDC test point.
