  Kay Electric made a lot of stuff evidently aimed at 
maintaining radar, I suspect this was one of those 
instruments. It covers low-band radar frequencies so could 
be used for measuring the NF of amplifiers and making 
adjustments. Kay also made a microwave NF meter and sweepers 
and some television service equipment. Their first product 
was an audio frequency spectrum analyser designed by Bell 
Labs and built under contract.
