I guess it depends on the RTV. There is some RTV
that are used on HV.
On the other hand I have used some highly conductive
RTV for rf shielding.
The cheap stuff(nickle/graphite) is $70 a tube.
The costly aerospace stuff(pure silver) is thousands
per tube.

This has nothing directly to do with HP or CRT's or
etc. But RTV contains
Acetic Acid, which is conductive. If it fails to
fully cure you have a
leaky (electrically) situation. I learned this (the
hard way) decades ago
building "chill chasers" for mobile pipeline X-ray units.
