Jim,

This has nothing directly to do with HP or CRT's or etc.  But RTV contains 
Acetic Acid, which is conductive.  If it fails to fully cure you have a 
leaky (electrically) situation.  I learned this (the hard way) decades ago 
building "chill chasers" for mobile pipeline X-ray units.
