[Test-Equipment] UPS damage to test equipment.

All,

I had an HP 141T spectrum analyzer sent to me
via UPS. Well, it arrived with the back dented
in by the back of the crt. The crt socket cover
was broken off and you guessed it, the crt was
broken.

There was several inches of packaging material
between the box and the unit. the box was riped
were the impact accrued. It is obvious that this
was rammed or was dropped from a hight onto 
something, after all this is a 70+ pound item. 

But UPS is refusing the damage claim, and saying
that it had "insufficient packaging".
Doing a web search to figure out what to do only
resulted in finding out they seem to tell
everyone that. When I try to ask them about it
they pass the buck to the ups store that it was
sent form. When I talk to the ups store, they say
that ups told them the same and that ups has also
denied there appeal. 

Has any one had any experience with ups denying 
a claim? And what did you do about it?

Also, any one have a used HP 141T CRT for sell?
