I agree and will extend that to saying the same thing if the multimeter is 
a Simpson 260 on the 10K scale.  And double especially if the capacitor is 
in the AGC circuit.

One thing I don't think has been mentioned in this current thread is that 
the allowable (or expected)  leakage current with an electrolytic at rated 
voltage was much higher when the gear most of us play with was new.  Or put 
another way, if you applied todays standards at the output QC station on the 
assembly line at Sprague or CD in 1955, you would have rejected all 
production.  :-)
