[Test-Equipment] Sprague TO-6A question

I once had and used a TO-6A before replacing it with a ZM-3A.  I have a PDF 
of the TO-6 manual which says that the Insulation-Resistance range for 
capacitors rated 150 VDC and higher is 500 Meg Ohms to 50 Kilo Meg Ohms (50 Giga 
Ohms).  A chart of minimum allowable I-R in the manual says that for 
capacitors of 0.1 ufd and smaller, the minimum is 5000 Meg Ohms for new 
capacitors.  It doesn't list minimum values for 45 year old capacitors.  :-)  However, 
I would tend to be suspicious of a reading all the way at the high end of 
the range.  I have once in a while found capacitors that were just open.
