[Test-Equipment] HP 5315B counter problem

I have an HP 5315B counter that gives me an error (#3) on startup.  I have
not been able to obtain any useful information (nor schematic) for this
device.  Any suggestions on the cause of the error.  Once past the error the
digits display (blank or zero) but it does not count.
