Update:

Thanks to all of you that have given me help and an education on the hp osc.

1. Thought the thermistor was bad as it measured 100 K Cold!  Found that it
should measure that cold and the rating in the schematic is 9.9 k At
operating temp of 80 C.  When I fired up the heater the resistance did go
lower as it heated up!

2. Know now that 11 v and 24 volt returns must be tied together for the oven
to work!

3. Will order sand parts from Mouser and see what happens.  I think it is
the small darlington that is bad.  

Fun project but Barb (she who must be obeyed) says I have to get a life!!
(We have all heard that before.)
