I am not sure why would you want to import an
ESR meter when there are at least two American
made ESR meters for about 80 bucks (in kit form).
I have owned the Model K-7204 for quite a while
(see http://www.flippers.com/esrktmtr.html). It was
easy and quick to put together, works well and is
reliable. I understand the newer model is Canadian
made.

Subject: [Test-Equipment] Should I Import this ESR Meter?
Hi:
So far 99.9% of the products I sell I make. But I'm considering
importing this ESR meter and would like to see if there is a market in
the U.S.?
