[Test-Equipment] Should I Import this ESR Meter?

450V will test anything in an amp except for the variables and fixed
padders, plate blocking, HV bypass caps, and tubes.
Those can either be swapped or use a hi-pot tester which can be built using
a neon sign transformer. In many cases HV problems become quite visable or
odorous.
My biggest need is testing mica caps at 300-500V as they are beginning to
fail at alarming rates. Problems seldom show up with a Triplett 630 or
similar.
450V or so is also good for testing transformer insulation in receivers,
test equipment, etc.
