[Test-Equipment] Should I Import this ESR Meter?

Id be more interested in a device that could test all capacitors at their 
working voltage. This would include electrolytics up to 2400 uF @ 450V.

I currently use a 1941 Solar Model CE which will test up to 550V.

I bought an Anatek Blue ESR meter a few years ago and quickly discovered it 
was totally useless for tube type capacitors and sent it back. I suspect 
that all handheld testers are similar.
