[Test-Equipment] part nos

does anyone know the test equip mfgr that uses a four digit no 6981 plus
xxxx to identify part nos?
I inherited a large quanity of ww resistors and some have nos but other
not.
The resistors in question are flat ww wound on mica substrate with radial
leads  some are coated with a gray rubber like compound.come on, scratch
yr heads.
