[Test-Equipment] HP power cords

All the ones that I have ever seen have the center pin grounded to the
chassis also. I can't imagine them having that center pin as the hot or
neutral pin.

Were you referring to the two outside, larger, pins being reversed? Hot and
neutral being reversed on the cord?
