Actually, it can be tested in-situ, simply BY 
attaching an external *accurate* DMM. I wouldn't 
expect better than maybe +/- 3% fro the panel 
meter. 

If reading are obviously non-linear, I would 
try to clean the meter switch before going any 
further.,
