I bought a Fluke 760A a while ago at a seriously bargain price, but  that 
reflected it also being a seriously heavy piece of kit with  calibratione 
needs of its own that could keep me busy for ages:-)
 
There's plenty of more modern kit available but often at a cost much  more 
than the value of the meter you need to calibrate.
 
Although not variable , so perhaps not a complete solution, I bought one of 
 these as a 5 volt reference for confidence checks on my meters.....

It's good value and Doug, the seller, is a great guy to deal with, I'd  
certainly recommend it and him.
