Hello,
I don't know the Eico 315 but if the receiver section of your FTDX560 is 
ok, don't touch any coil or capacitor or you will make it worse.
Get the manual and check the transmitter. If you have low output the 
finals are probably bad. These are sweep tubes and they can't stand long 
tuning. Keep your tune up very short (15 seconds max) according to the 
manual. If you don't have any experience with tube type transmitters get 
help from an oldtimer. There is a resistance/voltage chart in the manual 
check the readings. It will give you an idea which section might have a 
problem.
Be careful there are 800V at the finals and that will kill you easily.
