Ed,
I picked up one of those units about 30 years ago, from a glib-talking
electronics salesman. He claimed that it used a crystal oscillator circuit
to lock with the AC power line and eliminate spikes and surges. When I gave
it to another engineer to test, it seemed (from limited testing) to contain
nothing more exotic than a toroid coil, some capacitors in a "pi" circuit,
and possibly an MOV. We didn't open the case because it was sealed, and the
weight suggested that it was potted. Looking back, I should have had it
x-rayed.
Despite the salesman's pitch, the device seemed to have no effect on the AC
passing through it- no more than two wires running between the input and
output terminals. It was electrically symmetrical, so the input and output
markings were nonsense. If I still have that device, I'm going to cut it
apart to see just how gullible I was back then!
