If you are just looking for a bench reference to check meters you 
could just find one of these on ebay.  it does AC and DC, current and 
voltage across a pretty broad range.

I have one on the bench and use it to verify the meters from time to 
time.

I also have a Fluke 760A

Its very accurate but a real BOAT ANCHOR in the truest sense of the 
word.  I keep it on a furniture movers dolly and don't use it much.
