[Test-Equipment] rms voltmeter?

Wow! Thanks to several of you who sent me this info.

Now for the really big question. Could I get away with anyone one device
that will accomplish what these two devices accomplish? Could an HP3403C
do for both?

OK. Here's some decoding:

the first 5 digits of the model number are the CAGE code. Some are
listed
here:

http://www.bjg-design.com/designbook/codeid.htm

so:

28480 is HP, so  "AC Voltmeter 28480-400E" is can HP 400E.....  a very
common unit.
04901 is Boonton, so RF millivolmeter 04901-92B-S5"  is a Boonton 92B-S5

You should be able to fing the meter specs w/ Google.
