Ideally, the isolation transformer should power only the piece of equipment
you're working on, not the entire bench. Many items of bench test equipment
have EMI filters on their power inputs, and the leakage current through the
integral filter capacitors and/or MOVs can create a shock hazard. Indeed,
some test equipment makers clearly warn users that their equipment must be
solidly grounded for safe operation.
