[Test-Equipment] Mains protection for work bench test equipment?

I had a customer that used such a tap changer on an island off the Maine coast
to run his Data General Nova 1200 computer which has a switching power supply.
The combo went into a limit cycle oscillation which was cured by ADDING more
load to the conditioner.

I had exactly the same thing happen when using Novas in China in the late
1970s.
