Page 3 of the TO-6A manual (paragraph 2.2) describes the procedure.
Basically you move the "power factor" (p.f.) pot in addition
to the main dial pot for the best null on the electric eye.
The power factor is then read off the scale 
next to the power factor pot.  This only works for 
capacitance ranges C4 and C5; the p.f. pot is out of the circuit
for smaller value capacitors.  The two settings interact,
so both must be adjusted for best null.

Start with the "power factor" pot set to zero, 
then find the initial magic eye null with the main dial.
Improve the null by increasing the p.f. pot, readjust the main dial,
and then repeat the two adjustments until there is a best null.
