Just to be thorough, I just Googled for "hilborn loop", both words within quotes (just like it's shown here) and it came back with 2 hits. One is an op manual for a T272 Fault Locator (in PDF format). The manual includes instructions on how to perform a Hilborn loop test and a network equation related to the test.
The second hit is what appears to be a Taiwanese college student's report (in PDF format), but the report is 95% in Chinese. There are references to Hilborn and supporting network diagrams and equations. Sorry, though I'm Chinese, I was born in the U.S. and have very rudimentary Chinese reading skills. I can make out some basic words, but the rest is way over my head!
Between these two PDF files, there might be just enough in the diagrams and equations to give you an idea of how the Hilborn loop works.

Subject: [Test-Equipment] Hilborn Loop
I recently had a Leeds Northrop galvanometer bridge on my bench -- the kind
that the phone company engineers used in years past to measure cable
resistances.
In a moment when I had nothing better to do I read the instruction card
pasted inside the case cover. There was a detailed discussion of the
Wheatstone Bridge, the Murray loop test and the many varieties of the Varley
loop (Varley must have been a busy guy!).
There was also a note that the galvanometer switch could be set to a
position allowing its use in a "Hilborn loop." No further mention of Mr.
(Ms.?) Hilborn or his (her) loop. No success with Google.
Anybody got any idea what a Hilborn loop is or what it does?
