I think this is why they make digital storage scopes.

Maybe a cheap way to look at a few seconds worth of data is to
record it into a computer file using a sound card on a PC.  Then
you can some audio editing software to look at it.  Even if
you can only get 16-bit samples this is more vertical resolution
then a scope could display.  You wouod likely have to re-scale
the PPS signal before sending it to the converters as I think
they like 1V p to p.

I think this is a case where just looking is not going to help.
One of the things you care about is is once per several hours "glitch"
So testing over a long period.  See that you get 10,000,000 pulses in
10,000,000 seconds.
