I can't help with a manual, but it sounds like a guarded 4 Terminal Ohmmeter.
C1 & P1 are Current 1 & Potential 1 respectively. The other leads are are C2 &
P2 meaning Current 2 & Potential 2.;
Get a known low value R, of the order of a few ohms and connect the leads as
shown:
C1--P1---- RESISTOR----P2--C2
Leave the Guard loose.
Crank the thing and use the knobs to balance the bridge.
