(1) My recollection is that doorknob capacitors (which I last remember from
TV high voltage supplies) almost never failed, so I think you are paobably
safe in presuming them good.
(2) Although it won't enable you to do a breakdown voltage test, something
like a General Radio Megohmmeter will at least let you test accurately for
leakage reistance at 500 volts or so.
(3) If all else fails, try to find a neon sign transformer.
