No, at least not so far. When you go to the site and do a search that turns
up something, on the results page besides the pub number, highest number
Change and first part of the title, there is a column headed DIS Code.
If it reads "A" you can click on the pub number and watch the browser
progress (bottom left corner in IE6) until it says Done. Then click on Save and you
can save a copy of the PDF to your local hard drive or other local storage
space.
If the letter under DIS Code is other than "A", access requires login
priveleges on the site, which you don't have (I'll comment that there is no obvious
logic to which pubs are Code A and which aren't). I called the help desk once
and inquired as to what the requirements are for login priveleges. First is a
.MIL or .GOV email address. Second is a current security clearance. And
although it's remotely possible I might be able to get DOD to reinstate my
clearance, I can't think of any excuse that would cause them to give me a .MIL email
address. So I didn't pursue it any further.
