The manual for the Motorola R2001C Communications System Analyzer is
6881069A99. It has long been out of print, but knowing the publication
number may help you find it on an auction site.

Can't help with the manual, but my gut feeling is that the service
monitor has been the victim of the lightning gods. You will
probably find some other damage internal other than just the
voltage regulator that blew.
You might get lucky and find that just a cap is shorted. Maybe
a regulation diode. Only poking around will tell the story.
Obtaining a manual would be the first step. Being as old as
the monitor is, you will be hard pressed to obtain a new manual.
Maybe try looking on Ebay and you might get lucky.
