[Test-Equipment] Handheld scopes, continued

The Tek 222PS has an input that is spec'd to float to 600v. What does 
this mean?

I presume that you can test voltages that are up to 600v above 
ground. But can't you do that with any scope (given a proper voltage 
divider or 10x probe) by lifting the ground pin on the power cord or 
operating in battery mode (if so equipped)?

Or is this scope specially insulated to avoid arcing at that voltage?
