[Test-Equipment] ID for HP part

I am trying to identify a resistor. I think it is probably a shunt for 
current measurement.

It is a metal strip ~5" long with holes for screws in each end.
The H P customer service tag ID says " CICIOHME RESISTOR, 0.01 ohms and list 
a Harrison # 35010. (I bridged the resistor and 0.01 ohms is the actual value).

My questions are: 1) is this a shunt, as I suspect or B) is it a heater 
element, which I doubt.
 3) What is the tolerance of this device?? 3) What is its current rating, if 
it is a shunt??

 I am wanting to use it as a shunt to measure charging current from my PV 
arrays into my main storage battery.

BTW I have one extra of these, beyond my needs.
