It isn't HP, but take a look here:

Click on the "L/C Meter IIB".  It's affordable, works well, and resolution
is down to 1nH with good accuracy.  Check the "calibration analysis" link
for tests against HP and Boonton standards.

HP 4271, 4275 etc.
