[Test-Equipment] TV-7 A/U Shorts Test

Hello All,

I have a TV-7 A/U that insists "The tube under test is shorted" in 
every shorts test (both halves lit). 
Of course the tested tubes work just fine.
I have some NOS NE45's on hand but I haven't tried replacing
because if the NE45 is the culprit, I think both halves won't lit.

Does anyone know where to start with?

I have manuals below but I haven't even dug into them.
    -Operator's and Organization Maintenance Manual (TM-11-6625-274-12)
    -Field and Depot Maintenance Manual (TM 11-6625-274-35)
