[Test-Equipment] HP8640B low output level.

My HP8640B's hybrid model(pre-amplifier) failure, I replace it with  a 
MAV-11, but i find that in 300-450MHz range ,low ouput level,(max output 
only 0.2V), other frqency seems OK .could someone can help me?
