[Test-Equipment] HP 10544A oscillator module

Gentlemen,
I have a HP 10544A oscillator module that I intend to use in a frequency
standard.

The problem is the unit only puts out 40mV into 50 ohms.

I belive it should be in the order of one volt.

Has anyone had any experience with repairing these units.

Any help would be appreciated before I start to dismantle the unit.
