Hi, John.

I've had a 403A for many years - good little meter.  I found 
that replacing the unobtanium Hg cells with alkaline AAA cells
did not affect the calibration at all.

I have a manual for mine.  I may have a spare.  I'll look & see 
what I do have.  I'll let you know.
