[Test-Equipment] Does anyone know this Western Electric/EIP counter?

Hi there,
Yesterday I rescued some test equipment from being dumped in the trash.
One of the items is a Western Electric Autohet Counter KS-21444 LIST 1
(serial nr. 106). It's made by EIP for Western Electric. My question is, does anyone know
what the maximum frequency range is?
The front panel is missing a small piece just above the N connector and
indicates something with GHz. It looks like someone tried to pencil in
12.4 GHz, but it's not very clear. It could be that that is the frequency
they were continuously monitoring. There are two digits for the GHz
indication so I know it does at least 10 GHz (11 digits in total, 1Hz
resolution).
