My guess is that it is a mobile radio test set for servicing/repairs to  land 
mobile radio equipment. The frequency ranges covered are more or less  
specific to those used in most european countries for business and public  service 
radio systems. It doesn't look very modern and it is likely that the crt  may 
be intended to provide a minimal oscilloscope function for AF and modulation  
envelope checking.
