[Test-Equipment] Hewlett Packard Meter Movements

Hewlett Packard meter movements are balanced by tiny cylindrical  weights. 
Are the arms to which the weights attach threaded? Are the weights
cemented? I 
have applied every solvent known to man, and I can't seem to  adjust the 
balance weights. Any suggestions?
