[Test-Equipment] Fluke 8922A True RMS Voltmeter circuit

I bought a Fluke 8922A True RMS Voltmeter from one
of the dealers in the flea at Dayton. When I got it home
I found that it has a fault and it always reads
700V (or dBm equivalent). Has anyone seen this fault
before?

Also does anyone know where I can get a service
manual, or at least a circuit diagram.
